Background 

PGNiG is a licensee in respect of production licences due to submit a plan for development and operation (PDO) in 2022. Licensees are responsible for ensuring that projects which are undertaken comply with the regulations and evince a high level of health, safety and environmental protection. The background to this audit is the facilitator role, including the supervisory duty, and the licensees’ independent responsibilities. 

We wanted to investigate how PGNiG, as a responsible licensee, has assessed the operator's work on the development and recommendation of solutions in the production licences in which they are involved, in addition to looking at what work they have carried out and plan to carry out in this area. 

Objective 

The objective was to see how PGNiG is fulfilling its responsibilities in advance of imminent PDOs, and how, as licensees, they have ensured that the decisions made with regard to the choice of concepts and implementation have adequate justification, in the context of the HSE regulations. This forms part of our documentation prior to the processing of PDOs. 

Result 

No non-conformities or improvement points were identified during the audit.
