The audit was conducted from 25 to 28 April 2022. The Civil Aviation Authority Norway participated in the audit of the helideck.


The objective of the audit was to verify that ConocoPhillips is complying with regulatory requirements relating to the management of planning, establishment, implementation and follow-up of emergency preparedness and the helideck at Ekofisk 2/4 L.


The audit identified one regulatory non-conformity. This concerned:

  • System for registration and follow-up of drop-outs from training sessions.

We also identified five factors that we have chosen to categorize as improvement points. These comprised:

  • Training and exercises relating to MOB preparedness
  • Deficient training and exercises in the "helicopter crash within safety zone" accident scenario
  • Deficiencies in follow-up of maintenance of DIFFS facility
  • Lack of air capacity at fire station
  • Shortcomings in continuous improvement system

What happens now?

We have asked ConocoPhillips to report to us by 1 September 2022 on how the non-conformities will be addressed, and to give us their assessment of the improvement points observed.
