The audit focused on emergency preparedness, the helideck and drinking water.
Odfjell has applied for an Acknowledgement of Compliance (AoC) for Deepsea Yantai.
In connection with an AoC application, the PSA conducts audits within selected specialist domains. From 23 to 25 September 2019 we carried out an audit of emergency preparedness, the helideck and drinking water on Deepsea Yantai.
Deepsea Yantai was originally ordered by North Sea Rigs, and was registered at the time under the name Beacon Atlantic. The facility was built in China by CIMC Raffles between 2012 and 2016, since when it has been laid up at the shipyard. Odfjell has been contracted by Neptune Energy Norge to use the facility on the Norwegian Continental Shelf, for which purpose it has applied for an Acknowledgement of Compliance (AoC).
Objective
The objective of the audit was to verify the technical condition and relevant documents in the management system in order to monitor that requirements in the petroleum regulations were being adhered to.
Result
Nonconformities were identified relating to:
- Transfer of experience
- Alternative escape route
- Marking of escape route
- Lifeboat stations
- Sound level in areas for emergency response management
- Location of immersion suits
- Securing of escape route
- Escape from lift
- Corridors and passages
- Illumination of escape route
- Fire doors in living quarters
In addition, an improvement point was identified relating to emergency response training.
The results from the Maritime Directorate and the Civil Aviation Authority are attached.
What happens next?
We have asked Odfjell to report on how the non-conformities and improvement point will be addressed.
For us to issue an AoC, all known safety-critical non-conformities must be rectified and the facility must have been issued with maritime certificates from the relevant flag state.
