Odfjell has applied for an Acknowledgement of Compliance (AoC) for Deepsea Yantai.

In connection with an AoC application, the PSA conducts audits within selected specialist domains. On 24 and 25 September 2019, we carried out an audit of structural safety and maritime systems in respect of Deepsea Yantai.

Deepsea Yantai was originally ordered by North Sea Rigs, and was registered at the time under the name Beacon Atlantic. The facility was built in China by CIMC Raffles between 2012 and 2016, since when it has been laid up at the shipyard. Odfjell has been contracted by Neptune Energy Norge to use the facility on the Norwegian Continental Shelf, for which purpose it has applied for an Acknowledgement of Compliance (AoC).

Objective

The objective of the audit was to verify through spot checks whether the technical condition and relevant documents were in compliance with the requirements in the petroleum regulations.

Result

No non-conformities were identified.

Improvement points were identified in connection with:

  • Fatigue analyses
  • Assessments of vortex-induced vibrations (VIV)
  • Global response sensitivity
  • ULS (Ultimate Limit State) analyses of the deck box
  • Waves on deck
  • Collision analyses

What happens next?

We have asked Odfjell to report on how the improvement points will be addressed by 3 November 2019.

For us to issue an AoC, all known safety-critical non-conformities must be rectified and the facility must have been issued with maritime certificates from the relevant flag state.
