Objective and background
From 27 to 29 September 2016, the PSA carried out an audit of Esso Norge's regulatory compliance work for electrical installations at the Slagentangen refinery.The audit was conducted through meetings, interviews, a document review, verifications and functional testing at the plant.
Result
Non-conformities were identified in connection with:
- Technical condition of the electrical installations
- Work in and operation of electrical installations
- Ignition source control
- Emergency lighting in distribution stations
- Maintenance of explosion-proof equipment
- Oil-recovery equipment for transformers
In addition, improvement points were detected in connection with:
- Heating cable installations
- Test routines for safety equipment in control panel rooms
- Emergency lighting in older parts of the processing plant
The PSA has given Esso a deadline of 5 December 2016 to report on how the non-conformities will be dealt with and how the improvement points will be assessed.
