From 2 to 5 September 2014, the PSA carried out an audit of the processing facility at Kårstø.

Objective

The audit was focused on the management of materials handling and crane and lifting operations. The activity also comprised a technical audit of scaffolding in use at the facility.

Result

12 non-conformities were identified relating to the management system in respect of:

  • System for ensuring the quality of equipment and documentation
  • System for ensuring competence and maintenance thereof
  • The operating company's exercise of its duty to ensure compliance with the regulations

One improvement point was also identified in connection with the performance of the safety representative service.

The Kårstø facility is owned by Gassled, Gassco is the operator and Statoil responsible for technical operations. All the parties involved have statutory duties, but Gassco as the operator has overall responsibility for ensuring that the technical operations provider and sub-contractors comply with the regulations.

Entails that we have identified a deficiency or weakness, without there being sufficient grounds for determining a breach of regulatory requirements.
