Background

To manage the complexity involved in conducting petroleum operations, the regulations assign responsibility to all participants and define the different areas of responsibility within the collaboration on production licences.

The licensee is primarily responsible for establishing the framework that enables the operator to carry out its tasks. The licensee is also responsible for ensuring that the operator carries out these tasks.

In order to ensure responsible operations, licensees must receive information about the operations and, on an independent basis, make decisions regarding:

  • whether the frameworks that licensees help define facilitate the establishment of a high degree of safety within the organisation.
  • whether the defined frameworks maintain and further develop a high degree of safety within the organisation.
  • whether follow-up of the operator provides information necessary to improve safety and strengthen the capacity to prevent major accidents.

In this series of audits aimed at licensees, we take a closer look at how companies make arrangements for, and follow up on, a positive contribution to the prevention of major accidents.

We ask the companies to provide specific examples that demonstrate how they:

  • identify and evaluate relevant knowledge
  • put this knowledge into practice
  • ensure that the company’s actions have the intended effect

Objective

The objective of the audit was to monitor that Concedo is fulfilling its obligations as a licensee in a manner that facilitates the safe conduct of activities.

Result

The audit did not identify any non-conformities.
