The audit was conducted from 11 to 15 November 2024.

The audit was coordinated between the Norwegian Communications Authority (Nkom) and the Norwegian Ocean Industry Authority (Havtil).

Background

Internal and external communication systems constitute an important barrier for reducing the consequences of all types of incidents. This barrier depends on the deployment of strong technical solutions and users possessing the right skills in order to reduce the risk of a major accident. Regulations set requirements as to how this can be ensured, however through studies, investigations and previous audits, we have detected many deficiencies and a need to focus on this area.

In its letter of allocation to Havtil, the Ministry of Energy highlighted the importance of having a good working relationship with other authorities. As such, when it comes to communication systems, we have aligning interests with Nkom. We have a cooperation agreement with them and have carried out joint audits for many years. All parties have benefited from the more comprehensive follow-up we can provide the industry.

Objective

The primary objective of the audit was to verify that Macro meets requirements for technical and operational conditions related to internal and external communication systems. This is to ensure that the barrier is effective in the defined hazard and accident situations that could occur on Haven. We also wanted to shine a light on the role of the responsible person for communication systems, expertise of technical personnel and improve the classification and follow-up of barrier elements related to emergency communications. Nkom wanted to verify frequency use of the facility and the surrounding area.

Result

The audit detected the following non-conformities:

  • Lacking maintenance within telecommunications
  • Deficiencies in electrical installations
  • Deficiencies related to ignition source control
  • Lacking risk assessment of health hazards from electromagnetic fields
  • Deficiencies in barrier management within alarms and communication
  • Deficiencies in the classification of communication equipment
  • Inadequate securing of expertise in emergency communications

One factor was also uncovered that we have chosen to categorise as an improvement point. This concerned:

  • Lack of follow-up before start-up

What happens now?

We have asked Macro to report to us by 3 February 2025 on how the non-conformities will be addressed, and to give us their assessment of the improvement point observed.
