Background

Supervision of the regulations for temporary hires and equal treatment pursuant to the Working Environment Act forms part of the government’s efforts to ensure safe and responsible employment conditions. The Ministry of Energy has specified in the allocation letter for 2024 that Havtil shall monitor, and follow up as necessary, framework conditions that affect safety, relating, among other things, to follow-up of the regulations for hiring in and hiring out from temporary-work agencies. From 1 April 2023, several amendments have been introduced to the rules for hiring in and hiring out from temporary-work agencies, and access has been tightened up. Transitional rules applied between 23 April and 1 July 2023. From 1 January 2024, some minor changes were introduced.

Objective

The objective of the audit was to verify that, in hiring temporary workers, Axess is fulfilling the requirements of the Working Environment Act.

Result

The audit identified two regulatory non-conformities. These concerned:

  • Hiring from temporary-work agencies
  • Routines for ensuring legal hiring

What happens now?

We have asked Axess to report by 13 June 2024 on how the non-conformities will be addressed.
