Background

Borgland Dolphin was laid up for an extensive period and operated briefly in the UK sector, before being taken on by Norske Shell of Norway for drilling activities on the Knarr field. The facility has been contracted for just one short-term well on the Norwegian Continental Shelf.

Borgland Dolphin received an Acknowledgement of Compliance (AoC) from the PSA in 2004. It is incumbent on Dolphin to comply with and maintain all factors described in the AoC application, regardless of mode of operation and location prior to deploying the facility on the Norwegian Continental Shelf.

Objective

The objective of the audit was to verify that the regulatory requirements within drilling and well technology, maintenance management and logistics were met and that the company has complied with the AoC prerequisites.

Result

The audit detected non-conformities and improvement points in a number of areas within Dolphin’s management of health, safety and the environment for Borgland Dolphin.

The observations reveal deficient maintenance of the facility’s Acknowledgement of Compliance (AoC) of 2004.

The audit identified five regulatory non-conformities and four improvement points.

The non-conformities comprise:

  • Maintenance of the Acknowledgement of Compliance
  • Maintenance management and preservation
  • Updating of materials handling studies
  • Implementation and knowledge of facility-specific lifting procedures
  • Technical issues within logistics

The following observations are categorised as improvement points:

  • Training
  • Manifold pressure gauges in the drilling area
  • Language used in lifting procedures
  • Lifting forum

What happens now?

We have asked Dolphin to report on the non-conformities identified. We have also asked for an assessment of the improvement points observed. The company has been given a reply deadline of 16 March.
