These proposals have been presented to the parties in the Regulatory Forum for review and comment before the consultation process starts.

Background

It has been decided that parts of the planned activity for large-scale carbon capture and storage (CCS) in reservoirs beneath the seabed – also known as CO2 management – will be subject to the Act on Other Subsea Natural Deposits. Elements in large-scale CCS systems include carbon capture facilities with storage tanks, maritime shipment, receiving facilities and intermediate storage, pipeline transport, and injection for permanent storage in sub-seabed reservoirs.

Through a decision on extended delegation, the PSA has been given the authority to supervise the safety of CO2 transport and injection as well as to draw up and determine regulations in this area.
