The report extends the two reports that Proactima and Preventor prepared in 2020 and 2021.
The underlying purpose of Proactima's report was to provide a basis for further development of risk management in the industry, using an overview of the benefits and disadvantages of the four approaches to using RAC in the regulations. These four approaches are:
1) Function-based regulatory regime for risk management
2) Intermediate solutions
3) The current regime of improvements
4) Extended regulatory requirements
Together with the two previous reports, the report's four approaches provide a more detailed description of the scope for using RAC.
This work forms part of Havtil's basis for further work related to the Authority’s follow-up of risk acceptance criteria in the industry, including as concerns the formulation of requirements.
The report first provides attributes for evaluating the merit of risk acceptance criteria, which may be weighted differently for different stakeholders. In addition to general assessments, four practical cases have been used to exemplify how to assess each attribute, for the aforementioned regulatory approaches.
The report then provides an analysis of the benefits and disadvantages of each approach to using RAC in the regulatory framework for each of the attributes. All approaches have both positive and negative aspects.
