What is an operator?
The operator acts on behalf of all the licensees in providing day-to-day management of activities in a licence. It has the overall responsibility for ensuring that operations are conducted in a prudent manner and in accordance with the regulations. The operator will see to it that everyone working for it complies with the HSE regulations.
What is a contractor?
Contractors deliver services in various areas, such as drilling, well service and maintenance. They are responsible for the safety of their own operations and are obliged to have a management system for HSE in their area of responsibility.
