On 25 April 2025, Equinor applied for an exemption for night work in respect of planned engine maintenance on compressor D on the Troll A facility.
Havtil rejected the application for an exemption. This rejection was not appealed.
In carrying out the turbine maintenance, Equinor nevertheless made use of night work. This started on 6 July, to repair a leak that was discovered during the maintenance operation.
In Havtil's opinion, there is no justification for viewing the repair of the leak in isolation from the planned maintenance, which had been the subject of an exemption request and rejection.
Havtil questions the assessments made by Equinor in the specific case before deciding to undertake night work, and has therefore issued Equinor with the following order:
Pursuant to the Framework Regulations, section 69 concerning administrative decisions, Equinor is ordered to:
- review and evaluate how relevant parts of the company's management system describe the regulatory conditions for the use of night work and conduct an assessment of whether night work is permitted under section 43, third paragraph, letter a of the Framework Regulations, with reference to the Management Regulations, section 6, third paragraph.
The deadline for complying with the order is 1 December 2025.
