From 1 July 2015 to date, Vår Energi has been aware of a non-conformity in the response time of the firewater system on the Goliat FPSO. The response time from firewater initiation to delivery of water from the most remote nozzle does not satisfy the requirement for quick and efficient fire-fighting, with reference to section 37, first paragraph of the Facilities Regulations.
It follows from section 37, first paragraph of the Facilities Regulations that “the systems shall be designed such that fire-fighting can be carried out quickly and efficiently at all times”. The guidelines state that NORSOK S-001 Chapter 21 should be used to fulfil the requirement for fixed fire-fighting systems.
Based on our audit of Vår Energi’s management of barriers and maintenance on the Goliat FPSO and the company’s feedback to us, we consider that there still remains a non-conformity in respect of fire-fighting systems. The response time does not meet the requirement for quick and efficient fire-fighting at all times.
Based on Vår Energi’s feedback to us, we have assessed that the company has worked to correct the non-conformity. We consider that implementing outstanding measures will not result in the response time requirement being achieved.
Combined with the time elapsed since the non-conformity was first detected, during the audit of 2015, we consider that Vår Energi has not ensured the necessary progress and measures to correct the non-conformity, with reference to section 22 of the Management Regulations.
Order
We have issued the following order to Vår Energi:
Pursuant to the Framework Regulations, section 69 concerning administrative decisions, Vår Energi is ordered to:
- ensure that fixed fire-fighting systems on the Goliat FPSO are designed so that fire-fighting can be carried out quickly and efficiently at all times, with reference to section 37, first paragraph of the Facilities Regulations, and section 22 of the Management Regulations.
Deadline: 31.12.2025. - prepare a binding and time-delimited plan for complying with the above order, with reference to section 22 of the Management Regulations.
Deadline: 31.12.2024.
We are to be notified when the various parts of the order have been carried out.
