The audit was conducted on 12 November 2025.
Objective
The objective of the audit was to follow up on whether the company had corrected regulatory non-conformities related to the management of barriers and maintenance, as they had described to us in the AoC process.
Result
The audit showed that Shelf Drilling had not completed the management system for barriers and maintenance as they themselves had planned when the Acknowledgement of Compliance (AoC) for the Shelf Drilling Barsk facility was issued.
The company’s work to rectify its own non-conformities was not considered to be continuous improvement, but rather activity necessary to satisfy the regulatory requirements.
The audit identified three non-conformities in the following areas:
- Non-conformity handling
- Barriers
- Management of maintenance
In addition, we observed one factor that we have opted to categorise as an improvement point. This concerned:
- Manning and competence
Order
The audit revealed that non-conformities that, individually and collectively, constitute serious breaches of the regulations have not been rectified as previously stated by the company.
On this basis, we have now issued Shelf Drilling with the following order:
Pursuant to the Framework Regulations, section 69 concerning administrative decisions, we order Shelf Drilling, in respect of Shelf Drilling Barsk, to:
- Rectify 4 non-conformities pursuant to the AoC audit in 2024, see section 5.1.1 of the report, with reference to the Management Regulations, section 22 concerning the handling of non-conformities.
- Present a time-delimited and binding plan of activities to fulfil item 1 of the order, with reference to the Management Regulations, section 12 concerning planning and section 22 concerning the handling of non-conformities.
The deadline for complying with item 2 of the order is 13 March 2026.
The deadline for complying with item 1 of the order is 1 October 2026.
