Gassco and Equinor – Kollsnes and Sture – management of emergency preparedness and major accidents

The audit was conducted on 4 and 5 November 2025.

Objective

The objective of the audit was to assess how Gassco, with Equinor as TSP, at Kollsnes and Equinor as operator of Sture ensure compliance with regulatory requirements related to the management of emergency preparedness, including robust preparedness, capacity and competence in the emergency preparedness organisation, and emergency response training and drills for its own and any contracted personnel.

Result

Two non-conformities were identified concerning:

• Inadequate signage and marking of escape routes from the factory area to the mustering station
• Deficient follow-up of own and contractors’ management systems for scaffolding

In addition, two improvement points were identified, concerning:

• Inadequate maintenance of signs and marking in the outdoor area
• Use of designations for response personnel in the Industrivernet industrial safety organisation

What happens next?

We have asked Gassco and Equinor to report to us by 23 January 2026 on how the non-conformities will be addressed, and for their assessment of the improvement points observed.
