- The audit was conducted from 15 to 19 September 2025 with technical assistance from the Civil Aviation Authority Norway.
- A notification of order was sent to ConocoPhillips on 5 March 2026.
- The order was issued on 20 March 2026.
Objective
The objective of the audit was to verify that the facilities are operated in compliance with regulatory requirements so as to contribute to safe helicopter operations and personnel transport.
Result
The audit identified fourteen non-conformities in the following areas:
- Failure to follow up on previously identified non-conformities (2/7 B)
- Deficiencies in the maintenance system for ensuring equipment functionality on the helideck (2/7 B)
- Lack of awareness concerning the communications officer (2/7 B)
- Deficient marking of the helideck’s size (2/7 B)
- Insufficient capacity and coverage of fire water (2/7 B)
- Insufficient capacity of the drainage channel (2/7 B)
- Missing marking of the flare tower as an obstacle (2/7 B)
- Omissions in the heliport information sheet (2/7 B)
- Missing anemometers (2/7 B)
- Status light does not comply with regulatory requirements (2/7 B)
- Incorrect marking of the helideck (2/7 B)
- Failure to follow up on absences from emergency response training for the response teams (2/7 B and 2/7 S)
- Obstacle in the obstacle-free zone (2/7 S)
- Worn obstacle markings (2/7 S)
In addition, we observed two factors that we have chosen to categorise as improvement points. These concerned:
- Lack of coverage of the helideck in video surveillance (2/7 B)
- Omissions in the heliport information sheet (2/7 S)
Order
The audit identified serious breaches of the regulations, including several non-conformities that were not addressed in line with ConocoPhillips’ feedback of 3 October 2014.
On this basis, we have now issued ConocoPhillips with the following order:
Pursuant to the Framework Regulations, section 69 concerning administrative decisions, with reference to the Management Regulations, section 22 concerning non-conformity handling, we order ConocoPhillips to ensure that the regulatory requirements regarding the follow-up of non-conformities with HSE legislation in matters relevant to the operation and use of the helidecks are met, with reference to sections 4.2 and 5.1.1 of the report. This includes:
- A time-delimited and binding plan for correcting the non-conformities that have not been addressed since 2014 on Eldfisk 2/7 Bravo.
- A time-delimited and binding plan to ensure that the system for identifying non-conformity with regulatory requirements on the helidecks operated by ConocoPhillips on the Norwegian Continental Shelf is followed up.
The deadline for complying with the order is 24 April 2026. We are to be notified when the order has been carried out.
