The audit was conducted from 16 to 19 September 2025.
Objective
The objective of the audit was to assess how Gassco and Shell, as TSP, ensure compliance with regulatory requirements concerning major accident prevention when establishing, designing and following up selected technical safety functions within process safety, as well as following up measures implemented after selected incidents.
Result
We identified four non-conformities during the audit. These concerned:
- Severely weakened barrier function
- Inadequate documentation and follow-up of performance requirements
- Testing, classification and follow-up of safety-critical functions and prerequisites
- PSD functions realised in ESD
We also identified three improvement points concerning:
- Compensatory measures related to the fail-safe issue on the pipeline EVs
- Deficiencies in the handling of decommissioned equipment
- Deficiencies in documentation of process safety barriers
What happens next?
We have asked Gassco to report by 28 November 2025 on how the non-conformities will be addressed and for their assessment of the improvement points observed.
