Gassco – Kårstø – follow-up of incidents involving hydrocarbon leaks, including ma-jor accident supervision

The audit was conducted on 11 and 12 June 2025.

Objective

The objective of the audit was to follow up Gassco, and Equinor as the TSP, and their compliance with regulatory requirements concerning the prevention of hydrocarbon leaks, and what measures have been implemented to ensure relevant learning at Kårstø and across the onshore facilities.

We also wanted to assess Gassco and Equinor’s follow-up of the incidents following internal reviews and investigations within barrier management, transfer of experience and implementation of measures. In addition, we wished to see what measures have been implemented and planned in order to establish and follow-up relevant safety functions and associated work processes.

The audit’s objectives also included Gassco and Equinor’s compliance with the major accident regulations, for which this year’s theme concerning major accident supervision is risk mapping and risk analyses.

Result

The audit identified no non-conformities, but we observed one matter that we have chosen to categorise as an improvement point. This concerned:
