The audit was conducted from 3 to 20 February 2025.

Objective

The objective of the audit was to verify that COSL Drilling’s management of emergency preparedness and winterisation on COSLProspector complies with the regulatory requirements.

Result

Seven non-conformities were identified. These concerned:

  • Training and drills
  • Work arrangements
  • Sound level in area for emergency response management
  • Deficiencies in lifeboat maintenance system
  • Securing of loose equipment
  • Firefighter equipment
  • Emergency lighting for operation of dual agent hose reel (DAHR)

We also observed one factor that we have chosen to categorise as an improvement point. This concerned:

  • Winterisation

Order

The audit showed that little systematic work has been undertaken to carry out and follow up training of the emergency response organisation, to ensure that responders have sufficient competence for handling hazard and accident situations. This is a non-conformity that was also pointed out in the audit of COSL in 2017, and we perceive that limited improvements have been made to the system for carrying out and following up training and drills.

On this basis, we have now issued COSL Drilling with the following order:

Pursuant to the Framework Regulations, section 69 concerning administrative decisions, with reference to the Activities Regulations, section 23 concerning training and drills, and the Management Regulations, section 6 concerning the management of health, safety and the environment, and section 21 concerning follow-up, we order COSL to:

  1. Identify the reasons why training and exercises have not been carried out and followed up systematically.
  2. Identify and implement necessary measures based on the above-mentioned review.
  3. Verify that the measures implemented have had an effect.
  4. Follow up that the system for training and drills works as intended on all COSL facilities active in the Norwegian petroleum industry.

The deadline for complying with items 1 and 2 of the order is 15 September 2025.

The deadline for complying with items 3 and 4 of the order is 16 February 2026.
