The audit was conducted in June 2024.
Background
The audit is a continuation of the meeting series carried out from 2020 to 2023. In previous audits, we have observed a lack of realism in the Jotun FPSO project execution plans. On several occasions, Vår Energi has updated the project execution baseline, as it has proved unfeasible. We have also observed many replacements in the project personnel over time.
Time pressure and changes in the premises established for staffing and competence in the project phase may have consequences for compliance with safety and working environment requirements, since they may adversely affect
- the emphasis on quality considerations in the project
- the quality of technical deliveries
- the arrangements for safe start-up and operation.
Objective
The objective of the audit was to verify that the project is being carried out in compliance with the HSE regulations, and that, through its project management, Vår Energi is ensuring that, in the project execution phase, they are reducing risk and preventing accidents during the start-up and operational phases.
Result
The audit identified three non-conformities. These concerned:
- Lack of planning
- Lack of non-conformity management
- Inadequate information collection and processing
We also observed one factor that we have chosen to categorise as an improvement point. This concerned:
- Continuous improvement
What happens now?
We have asked Vår Energi to report to us by 20 August 2024 on how the non-conformities will be addressed, and to give us their assessment of the improvement point observed.
