The audit was conducted between 6 and 8 May 2024.
Objective
The objective of the audit was to confirm that Equinor, as operator at Hammerfest LNG Melkøya, is meeting the requirements for robust emergency preparedness, comprising capacity and competence, including requirements for and implementation of emergency response training and drilling of its own and contracted personnel.
Follow-up of previous non-conformities
As stated in our audit notice, as part of this audit, we verified how the company has addressed specific previously identified non-conformities and resulting orders. We found that the following non-conformity had not been addressed in line with the company’s feedback:
- Non-conformity concerning inadequate warning system – PA system – in Oddasit building, see Investigation report following the gas leak in May 2023
Result
We identified three non-conformities during the audit. These concerned:
- emergency preparedness for rescue and self-rescue at height
- marking and handling of firefighter clothing
- external marking and signage of escape routes, and direction to mustering stations in the factory and outdoor area
We also observed two improvement points. These concerned:
- involvement of, and co-training with, ISO personnel in emergency drilling and training
- signage and marking in the factory and outdoor area
What happens next?
We have asked Equinor to report by 28 June 2024 on how the non-conformities will be addressed and for their assessment of the improvement points observed.
