Odfjell Drilling has applied for an Acknowledgement of Compliance for the Deepsea Aberdeen mobile drilling facility.

In connection with an AoC application, the PSA conducts audits within selected specialist domains.

From 2 to 9 December 2020, we carried out an audit of Odfjell Drilling in respect of the working environment on Deepsea Aberdeen. During the audit, the facility was in the process of being prepared for operation on the NCS.

Objective

The objective of the audit was to verify the technical condition, organisation, preparations for operation and relevant documents in the management system for monitoring compliance with the requirements in the petroleum regulations. This audit formed part of our case processing of the AoC application.

Result

Three non-conformities were identified relating to:

  • Ergonomic arrangements
  • Design of the shale shaker area
  • Analysis of the chemical working environment

In addition, four improvement points were identified relating to:

  • Qualitative assessments of compliance measurements
  • Analysis of ergonomic factors
  • The psychosocial working environment
  • Term of office for safety representatives

What happens next?

We have asked Odfjell Drilling to report on how the non-conformities will be addressed. We have also asked for an assessment of the improvement points observed. The deadline for reply is set at 25 January 2021.

Before we issue an AoC, the company must have corrected all known safety-critical non-conformities, and the facility must have been issued with maritime certificates from the appropriate flag state.
