Borgland Dolphin received an Acknowledgement of Compliance (AoC) from the PSA in 2004. It is on Dolphin to comply with and maintain all factors described in the AoC application, regardless of mode of operation and location prior to deploying the facility on the Norwegian Continental Shelf.
Background
Borgland Dolphin was laid up for an extensive period and operated briefly in the UK sector, before being taken on by Norske Shell of Norway for drilling activities on the Knarr field. The facility has been contracted for just one short-term well on the Norwegian Continental Shelf.
Objective
The objective of the audit was to verify the management of the working environment, employee participation, technical condition, organisation, preparations for operation and relevant documents in the management system , in order to monitor compliance with the petroleum regulations.
Result
In the audit, we identified regulatory non-conformities. These concerned:
- Planning and internal follow-up
- Barrier management
- Ignition source control
- Ventilation systems
- Emergency lighting
- Emergency power
- Electrotechnical system analyses
- Electrical facilities and installations
- Work in and operation of electrical facilities
- Responsible person for the electrical facilities
- Management and follow-up of the working environment
- Working environment competence of line managers
- Employee participation
We also identified three improvement points concerning:
- Control systems
- Training and exercises in control systems
- Working environment committee (AMU)
What happens now?
We have asked Dolphin to report on the non-conformities that were identified. We have also asked for an assessment of the improvement points we observed. The company has been given a deadline of 25 March 2020 to respond.
