On 24 and 25 January 2018, the PSA carried out an audit of Statoil at the Sture terminal in Hordaland county.

Background

The background to this audit was an audit of Statoil we carried out in 2016 in the domains of materials handling, cranes, lifting and scaffolding, and the management of working environment risk at the onshore facilities of Kollsnes and the Sture terminal. We wanted to follow up the measures Statoil has taken following this audit.

Result

Our impression is that a lot of work was initiated and completed at Sture and Kollsnes to rectify the findings of the audit in 2016. Several of the deadlines Sture and Kollsnes gave in their feedback to our report on the 2016 audit have however been exceeded. We were informed that there was a plan to complete this work.

Some of our findings from 2016 we consider to have been correctly addressed and closed, but we also found one non-conformity (concerning the identification and handling of working environment observations) and two improvement points (concerning measures and process descriptions for risk assessments within ergonomics) that had not been closed.

We have asked Statoil for an account of how the non-conformity will be addressed and for their assessment of the improvement points. The deadline for feedback is set at 9 April 2018.
