The audit was carried out between 9 and 12 October 2017.

Our objective was to monitor Statoil's administration and management of materials handling, safe use, maintenance and procurement of lifting equipment, work at height and working-environment follow-up on the Norne field.

A number of verifications and compliance measurements in relation to regulations and standards have been performed at Norne, by both the PSA and Statoil. In previous audits, the PSA has observed that certain technical non-conformities have not been followed up. Statoil itself has identified and documented similar conditions through compliance measurements, work investigation reviews and annual enterprise-of-competence inspections over several years.

In this audit, we made a number of extensive observations at Norne that show a pervasive lack of follow-up of non-conformities, inadequate follow-up of findings from enterprise-of-competence controls and deficient maintenance.

The observations are based on Statoil's presentations, documentation, our interviews with personnel and verifications on board Norne.

The audit identified several regulatory non-conformities. This comprised:

  • Follow-up and handling of non-conformities for offshore cranes
  • Design and maintenance of hose stations
  • Risk factors in the use of the winch system for offloading hoses
  • Arrangement and maintenance of loading and storage decks
  • Maintenance and follow-up of findings from control of lifting equipment

We also identified improvement points in the following areas:

  • Systematic follow-up of chemicals
  • Safety representative cover and division of safety areas

We have asked Statoil to give an account by 20 April 2018 of how the non-conformities will be addressed and to provide an assessment of the improvement points we observed.
