Statoil is the operator of the Heimdal main platform (HMP). Gassco is the operator of the Heimdal riser platform (HRP), for which it uses Statoil as the technical service provider (TSP).
In weeks 3 and 4 of 2018, we carried out an audit of Statoil's management of maintenance for the HMP and HRP facilities. We also audited Gassco's own follow-up of Statoil as the TSP for HRP.
Key topics of the audit were:
- Maintenance strategy
- Risk management
- Follow-up
- Management involvement
- Extended operation
- Employee participation
Objective
The objective of the audit was to monitor that management of maintenance, including own follow-up and ongoing changes of significance for the management, complied with the authorities' and the company's own requirements. We also sought to investigate whether the work to improve management of maintenance was ensuring that important contributors to HSE risk were being identified and followed up.
This included investigating whether the framework that the organisation and operating personnel worked under facilitated the implementation of internal and external requirements, and verifying how Statoil's maintenance strategy and improvement measures for maintenance management were incorporated into and functioned in the Heimdal organisation.
Result
The audit identified three improvement points concerning concordance between and realisation of goals and strategies, follow-up and verification of own activities in relation to maintenance management and planning and prioritisation in the performance of maintenance activities.
We have asked Statoil and Gassco to provide their assessment of the improvement points we observed by 27 April.
