Objective

Statoil is the operator for the Johan Sverdrup field in the North Sea. The plan for development and operation (PDO) for the first phase of the Johan Sverdrup project was approved in 2015 and production start-up is scheduled for late 2019. The chosen development solution for the first construction stage is a field centre with four specialised platforms: accommodation, processing, drilling and riser.

On 31 March and 1 April 2016, the PSA carried out an audit of Statoil's procurement of offshore cranes for the Johan Sverdrup project. The audit was carried out at Statoil's premises at Forus in Stavanger.

The purpose of the audit was to verify and monitor the procurement process for offshore cranes for the Johan Sverdrup project, and investigate how Statoil has ensured that operational experiences and analytical results are incorporated in the process. It covered crane-technology and operational matters, technical safety and working environment factors.

Result

The audit identified one improvement point concerning the application of the petroleum industry HSE regulations.

We have asked Statoil to respond by 6 June 2016 concerning how the improvement point will be assessed.
