The Sture terminal is in the municipality of Øygarden in Hordaland county and is operated by Statoil.
Objective
The purpose of the major accident audit was to confirm that Statoil is meeting the requirements in the major accident regulations for the Sture terminal, including guidelines from KFS, the coordinating group for the major accident regulations, which for 2014 concern safe operations. One important aspect of the remit was to investigate whether selected barriers and their performance requirements comply with requirements set out in regulations, standards and governing documents.
Follow-up and measures ensuing from previous years' major accident audits and measures following relevant incidents were also implicated.
Result
The audit was well organised and both presentations and interviews evinced a high level of openness.
The PSA identified one improvement point during the audit. This concerned safety-critical equipment.
