Maritime activities involve complex operations in which errors can have serious consequences. Havtil’s audits in recent years have revealed repeated non-conformities within stability, watertight integrity, ballast systems and positioning, as well as weaknesses in the industry’s barrier management. On this basis, a remit has been defined to develop a more operational and comprehensible approach to barrier management, thereby reducing the risk of errors in the event of maritime incidents.

The report is based on insights from accidents, investigations and Havtil’s supervisory experiences. The intention is to provide a professional, systematic and operational approach to how barriers should be established, followed up and enhanced.

The report describes a structured framework for identifying barrier functions and associated patterns of behaviour. It also shows how performance requirements and performance-influencing factors should be assessed in order to ensure that the barriers’ functions are maintained throughout the life of the facility.

It contains a model for learning and training schemes that can help operational personnel gain a clearer understanding of their role in barrier functionality, and how their decisions and actions affect safety in demanding and time-critical situations.
