The catalyst for the survey was the instances we have observed, through audits and incident-reporting, of weaknesses and shortcomings in respect of ESDs.
There is also a degree of uncertainty about the scope and coverage of testing and maintenance both in normal operation and during changes at facilities.
The survey has given us an overview of how the various operators fulfil their responsibilities with regard to ESDs. The overview shows that all operators have systems in place, but that there are significant differences in practice. These include regulations, technical verification, automation, competence, transfer of experience and how shortcomings are addressed.
We have summarised the survey’s findings in a memorandum (In Norwegian only), which we encourage companies to acquaint themselves with and to assess. Havtil will be using this new knowledge in its future supervision and follow-up of the industry.
