The objective was to shed light on how the operating companies put MOB preparedness into practice and meet the requirements in the HSE regulations and in Norwegian Oil and Gas Guideline 064.

Inconsistent practices

Various factors dictate that the industry should cooperate internally, as well as with external emergency response resources and centres of excellence, in order to establish best practice for MOB preparedness.

The survey found that the operating companies interpret the requirements in the Facilities Regulations, section 41, in different ways. This has led to inconsistent practices, resulting in varying levels of preparedness across the facilities.

Recommendations

The survey identified ten recommendations for the petroleum industry and two recommendations for the Petroleum Safety Authority Norway. In addition, proposals were outlined for topics for future surveys of area contingency planning on the Norwegian Continental Shelf.
