The background for work on this report is the PSA’s emphasis on reducing the risk of major accidents.
Maintenance and maintenance management are important for ensuring that safety-critical functions and equipment can perform their demanding functions in all phases of a facility’s producing life.
Earlier studies and the PSA’s own audits have identified weaknesses and a potential for improvement in both barrier and maintenance management.
The PSA therefore wanted to systematise information about how players assess the condition of, maintain and follow up safety-critical functions and equipment (preliminary study) and, on that basis, to identify relevant issues which require further investigation (main study).
Information collated in the report is derived from a review of about 100 documents. These focus to a great extent on challenges which call for improvements. The latter are systematised under eight headings related to condition monitoring, maintenance and follow-up. Selected challenges are identified and associated issues defined.
The report provides a basis for selecting issues for more in-depth assessment in a main study. It also represents a knowledge base which can be utilised both internally at the PSA and in the rest of the industry.
Operator companies and suppliers can use the report’s findings for continuous improvement of their own maintenance and barrier management.
