The industry and the PSA have worked systematically to reduce the number of incidents in recent years. Despite a positive safety trend in recent years, there have been several serious incidents, e.g. during lifting in the drilling area.
The PSA has reviewed and analysed lifting incidents for several years to assess direct and underlying causes of lifting incidents, as well as to identify trends.
Previously, analyses of lifting incidents with offshore cranes were carried out for the periods 1994-1999 and 2000-2004.
The analysis now being presented covers all lifting incidents in the offshore petroleum activities during the period 2005-2010. The incidents are grouped into incidents with offshore cranes, incidents in the drilling area and other incidents.
Among other things, the report from the analysis project discusses trends and compares these with the previous analyses. Any differences between floating facilities and facilities placed on the seabed are also assessed. Based on results from the survey, technical, operational and organisational barriers have been identified for lifting operations where there is a need for special focus and for the industry and authorities to cooperate on improvements.
The PSA’s intention is to use the analysis results to promote continuous learning and improvement in the industry so as to avoid hazard and accident situations that may lead to loss of human life, personal injuries, pollution or loss of financial assets. The PSA will also use the results for direct follow-up and dialogue with the players on the Norwegian shelf, as well as assess the need for own framework activities.
