Knudsen reminded the conference that it is the top executives who set the course for the companies’ safety cultures. It’s not just about strategies and goals, but about how leaders influence risk through what they say and do.
“You influence the direction that risk takes. I know that you do a lot of good things – and you deserve more thanks for that than you receive," he said.
However, he did not hide the fact that challenges still remain. Maintenance stands out as an area with potential for improvement, according to the latest RNNP report (Trends in risk level in the Norwegian petroleum activity).
“The safety level is high and the results are good. But we need to address maintenance," stressed Knudsen.
Serious incidents in the past year, such as the fatal accident during a lifting operation at Mongstad in September, set their stamp on the safety picture.
“It's a painful image to take in. This is precisely what we are working to avoid.”
So far this year, Havtil has initiated seven investigations, and has already issued more orders than last year. Knudsen also pointed to stringent framework conditions, pressure to streamline and challenges in capacity and expertise, and called for better cooperation between the social partners.
Main theme 2026: Investment in the Norwegian continental shelf must come at a cost
During the conference, Knudsen also launched Havtil's main theme for 2026: “Investment in the Norwegian continental shelf must come at a cost”.
“Production from the Norwegian shelf could last for 100 years. But, for that to happen, we have to remain a world leader in HSE. And there will be costs involved.”
He pointed out that Norway's high level of safety and delivery capability is the result of 50 years of investment in quality, technology and targeted maintenance. This legacy is now enabling life extensions in the petroleum sector.
“The objective is to operate at the same, or an even better, level of safety in the years to come, including within the new energy industries. To succeed, companies must continue to invest in robust solutions, state-of-the-art technology, maintenance and the right staffing and expertise. Security against targeted attacks must also be given increased attention.”
Knudsen concluded with a challenge to the top executives:
