“We will be a strong and clear authority as regards both HSE and security. We will be close to industrial developments and a preferred knowledge resource for both the industry and the Ministry,” said Inge Dokken, Director of Strategy and Management at Havtil.
The letter of allocation from the Ministry of Energy sets out Havtil’s remit and the areas that must be afforded the highest priority. Among other things, the letter of allocation includes long-term goals and strategies, specific objectives and priorities, in addition to information about how the objectives are to be managed and followed up.
“We will utilise the full range of tools at our disposal to ensure we achieve our objectives. This includes supervision, regulatory work, information acquisition and dissemination, and the provision of guidance and advice,” said Dokken.
Objectives and priorities for 2025
The supervisory remit encompasses the working environment, safety and emergency preparedness within the petroleum industry, renewable offshore energy production, CO2 transport and storage, seabed minerals, and security in the petroleum industry. Havtil will carry out knowledge- and risk-based follow-up of the companies and contribute to an updated risk picture within the industry.
In 2025, Havtil will contribute to attainment of three main objectives:
- Reduction in the risk of major accidents in the petroleum industry
In order to help reduce the risk of major accidents, Havtil will monitor the industry through holistic follow-up of the working environment, safety, emergency preparedness and security. - Ensure that companies follow a systematic approach to preventive health, working environment and safety work, and safe working conditions.
Havtil will help companies in the industry carry out systematic, preventive HSE work. This entails evaluating our own processes and contributing to clear regulations that are well-adapted to the industry. Havtil will also monitor framework conditions that impact on safety and the working environment, and contribute to relevant multipartite groups. - Ensure that companies have the necessary safeguards in place to help prevent accidents and incidents and ensure emergency preparedness that is appropriate for the current risk picture at all times.
Havtil will carry out supervision to help ensure that the companies's safety and security measures are adequate and up-to-date. Havtil will also strive to ensure that the risk picture and threat picture are clearly understood within the industry, and disseminate relevant information to licencees.
World leader in HSE
Havtil’s priorities and work to achieve its objectives will underpin sector objectives and goals for the Ministry as set out in Prop. 1 S (2024-2025), with a clear ambition for activities on the Norwegian continental shelf to be world-leading within the field of HSE.
