Pursuant to DNV GL’s letter of 2 October 2019, we urge all facilities that do not have permanent approval of their safety condition to secure this, no later than 1 September 2020. In accordance with the same letter, we also urge all facilities to document their safe operating condition, by the same date.
Facilities that have not documented a safe operating condition for winter 2019-2020 are urged to document their safety through a simplified procedure, as suggested in DNV GL’s letter, by 15 November 2019. Limitations in combinations of Hs and Tz in the operating condition based on a simplified method should be implemented in the facility’s operating manual.
We consider the DNVGL-OTG guidelines, together with the above-mentioned letter from DNV GL, to be recommended methods for calculating airgaps and horizontal wave impacts on semi-submersible facilities on the Norwegian Continental Shelf, irrespective of the flag state or classification society used. If the facility is classified in a different classification society, it is encouraged to prepare the same documentation, based, as appropriate, on an equivalent safety level, with reference to Section 3 of the Framework Regulations.
