Most field developments on the NCS are implemented within the time and cost frameworks provided by their plan for development and operation (PDO). Some projects have, however, faced big challenges with costs and delays during the construction phase, as well as with quality and HSE during start-up and operation.
On this basis, the PSA has implemented a study project to examine the challenges and improvement measures involved in field developments on the NCS. The study report will be ready in the summer of 2019.
The study covers three development projects:
- Goliat (operator: Eni Norge)
- Aasta Hansteen (operator: Equinor)
- Ivar Aasen (operator: Aker BP)
The projects have been selected based on a range of criteria, including their organisation and size, the operator’s experience and expertise, the level of new solutions/technology, the choice and follow-up of contractors, the time and money invested, and the quality of the facilities at startup.
The study includes the relevant operating companies, licensees in the production licence and the role of the authorities. It will also address all phases, from production licence award, exploration phase, feasibility studies, concept phase, preparation and approval of the PDO, engineering, construction, commissioning, start-up and operations up to the present day.
The study will result in a report to be used for learning and improvement, both within the industry and for the authorities. In addition to challenges and improvement measures, the report will also describe experiences of what has functioned well.
