Risk analyses should be used with the intention and/or desire to identify and choose the best possible solutions in terms of health, safety and the environment.

In respect of petroleum activities on the Norwegian Continental Shelf, risk analyses have been, and will continue to be, an important tool for

  • identifying the main contributors to risks to people, the environment and economic assets,
  • identifying new and better solutions,
  • analysing and assessing the risk associated with specific solutions and activities (both individually and collectively).

Risk analyses have a pivotal place in regulatory requirements at various levels, from overarching requirements in the Framework Regulations to complementary requirements in the Management, Facilities and Activities Regulations, as well as the Act from which they ensue.

In our circular, we have pointed out that the proper performance and use of risk analyses constitute an important aspect of the decision support that is required for HSE-related decisions.
