New policy goals and guidance alter our social mission
Secure and predictable gas deliveries have a high priority in today’s security position.​The government has great ambitions ​in the ocean space. Its climate goals are bold, and a big commitment is being made to renewable energy.

We see continued political willingness to maintain the oil and gas industry. This sector is ​expanding, and we will experience increased pressure on capacity and expertise during the coming strategy period. New interfaces are being established with other public agencies. We will help to overcome challenges across government, and promote holistic perspectives on safety and the working environment.​

Highly competent employees form the solid underpinning of our strategy
We will work to retain, continue developing and recruit new expertise during the strategy period. We have highly competent personnel who work with a great deal of autonomy. During the strategy period, we will pursue measures to retain and continue developing our own employees as well as recruiting for growth. Changes in the world at large mean that we must adapt our organisation to a new reality.

Changes in our surroundings mean that we must adapt
Our regime is robust. The level of HSE is high. We will build further on this. ​Our area of responsibility has been expanded. We must continue to develop our use of ​enforcement powers and apply our expertise to the meeting with new industries. Today’s security position has prompted discussions on which government agencies should play what roles with regard to safety, security and emergency preparedness offshore. We can  handle new requirements and tasks. Digitalisation, AI and new organisational models create greater complexity and new risk pictures. That calls for new approaches and methods to ensure the good exercise of government authority.​

THE STRATEGY

OUR SOCIAL MISSION: We will set the terms for maintaining a high level of safety, health, the working environment and security, and follow up that the players comply with these conditions. On an objective and independent basis, we will follow up that players in the petroleum sector and other industries offshore fulfil their responsibilities.

OVERARCHING GOAL: A strong and clear safety regulator for industrial operations offshore.

We are a supervisory authority and directorate for the petroleum sector, for other industrial activities offshore and for affiliated land plants. Our activities and products will be system-oriented ​and risk-based, and ensure that these operations are followed up in an integrated manner.

An effective organisation

We will adapt and develop our identity as a supervisory authority and directorate.

We will improve our processes for selecting and utilising our enforcement powers. These will be targeted precisely and contribute clearly to improvements.

Hands-on with industry developments

We will ensure that regulations and supervisory measure are relevant and appropriate in the encounter with new solutions, value chains and technologies. A particularly priority will be given to AI and ICT security.

We will contribute to meeting the government’s goals for the green transition. 

A preferred centre of expertise

We will help to coordinate commitment, collaboration and knowledge-sharing between industry and government.

We will apply our industrial expertise to setting the agenda and contribute to integrated solutions from a societal-security perspective.
