The Petroleum Safety Authority Norway (PSA) became the Norwegian Ocean Industry Authority (Havtil) on 1 January 2024.
The audit was conducted from 7 to 10 November 2023.

Objective

The objective of the audit was to verify that Odfjell follows up stability, watertight and weathertight integrity, ballast systems, positioning and waves in deck on Deepsea Nordkapp, in compliance with the HSE regulations.

Result

We identified six non-conformities during the audit. These concerned:

  • Control panel for watertight closures
  • Hand pumps for watertight sliding doors
  • Weathertightness
  • Independence of control and indicating systems for the ballast system
  • Marking of ballast system components
  • Weakness in the closing mechanism for watertight hatches

In addition, we identified six improvement points, concerning:

  • Accessibility of sea chest valves in the ballast system
  • Recovery procedure following damage
  • Maintenance of watertight sliding doors
  • Device for opening/closing watertight hatches
  • Weathertightness
  • Inconsistencies in governing documents

What happens now?

We have asked Odfjell Drilling to report on how the non-conformities will be addressed, and for their assessment of the improvement points observed. The reply deadline is set at 19 January 2024.
