The audit was carried out on 25 March at the premises of Vår Energi in Forus and on 26 March on board the tanker Toriell Knutsen off Skagen in Denmark.

Background

The PSA’s prioritisation for 2019 entails increasing our supervision of shipping activity on the NCS within the parameters of the Petroleum Act.

The PSA has had a study performed to survey risks associated with vessel operations in the petroleum activities. Offloading to shuttle tankers is a vessel activity that has been identified as having major accident potential.

Objective

The objective was to monitor that the activity is being performed in line with relevant requirements in the HSE legislation.

Result

No non-conformities were detected by the audit. However, we found improvement points in respect of competence and training, and of the follow-up of recommendations ensuing from the investigation of a DP incident on Goliat in 2016.

What happens now?

We have asked Vår Energi for feedback on the improvement points observed. The deadline for this is set at 24 May 2019.
