From 6 to 13 December 2018, we carried out an audit of the management of emergency preparedness, the helideck and the working environment on Leiv Eiriksson.

Leiv Eiriksson is a semi-submersible drilling facility, owned and operated by Ocean Rig. The facility received an Acknowledgement of Compliance (AoC) from the PSA in July 2008.

Result

The audit showed that Ocean Rig exercised defective systematic management of the working environment and emergency preparedness for Leiv Eiriksson. Findings and deficiencies from a previous audit of emergency preparedness, the helideck and the working environment had not been fully followed up or rectified.

We have previously issued a notification of order to Ocean Rig. 

Based on our observations from the audit, we have now issued Ocean Rig with the following order:

Pursuant to the Framework Regulations, section 69 concerning administrative decisions, with reference to the Management Regulations, sections 6 concerning the management of health, safety and the environment, 14 concerning manning and competence, 18 concerning working environment analysis, 22 concerning the handling of non-conformities and 23 concerning continuous improvement, Ocean Rig is ordered to:

  1. Review the company's management system for the working environment and emergency preparedness and associated work processes, which is intended to safeguard competence, surveys, risk assessments, rectification of faults and deficiencies, and improvements. The work should include an analysis of why defects related to management of the working environment and emergency preparedness have not been identified and corrected on Leiv Eiriksson.
  2. Perform the necessary improvement measures on Leiv Eiriksson.

A time-delimited schedule for complying with the order shall be sent to the PSA by 12 April 2019. The schedule shall describe how this work is to be performed and followed up and when the order will have been complied with. We are to be notified when the order has been carried out.
