Draupner S and Draupner E are riser facilities that constitute a key node in the gas pipeline system in the North Sea. Gassco is the operator of the facilities while Statoil provides technical services. These two facilities were installed in 1984 and 1994.

Objective

On 15 and 16 October 2014, the PSA conducted an audit of emergency preparedness and radio and telecommunications systems for these facilities. The audit was carried out on board Draupner E, with technical assistance from Telenor Maritim Radio's radio inspection agency.

Within emergency preparedness, the audit focused on the dimensioning, handling and follow-up of emergency preparedness on board. With regard to emergency communications, the purpose was to verify the technical condition, maintenance and use of radio and telecommunications systems on the facility.

Result

The audit identified one non-conformity linked to VHF radio output power.

In addition, improvement points were identified in connection with:

  • Storage of firefighters' equipment
  • PA/GA systems
  • Guidelines for fall arrest teams
  • Radio equipment in alternative emergency preparedness centre
  • Marking relating to emergency radio equipment

Non-conformity:

Entails that a condition is assessed as not complying with a regulatory requirement.

Improvement point:

Entails that we have identified a deficiency, without there being sufficient grounds for determining a breach of regulatory requirements.
