§ 56 Load-bearing structures and maritime systems

Load-bearing structures shall maintain satisfactory safety in serviceability, ultimate, fatigue, accidental and abnormal limit states. They shall be able to withstand the loads they are exposed to, including loads with an annual likelihood of 10-2 in the ultimate limit state and the loads that follow from Section 11, in the accidental and abnormal limit state.
Load-bearing structures shall be sufficiently robust to ensure that local damage or failure will not result in unacceptable consequences.
Maritime systems shall be sufficiently robust to ensure that local damage or individual technical or operational faults do not result in unacceptable consequences.
The analyses shall be verified by an organisationally independent party.

The standard NORSOK N-001 should be used to fulfil the requirements.
For verification of load-bearing structures as mentioned in the first subsection, the NORSOK N-001 standard Chapter 6.2 should be used.
Location-specific analyses of mobile jack-up facilities should be carried out in accordance with the Norwegian Maritime Authority’s Regulations relating to construction of mobile facilities and DNV-OS-C104.
As regards water breakthrough in floating facilities, see Sections 39 and 62. For general provisions, see Sections 5 and 7.
For design of tension legs the standards NORSOK N-001 and N-004 Annex E should be used.
It should also be assessed whether firefighting water from the facility’s sprinkler system or from a vessel may produce unintended changes to weight or stability.
In order to fulfil the requirements for the maritime systems mentioned in the third subsection for vessels with an offshore gangway to simpler facilities, reference is made to the Norwegian Maritime Authority’s Regulations concerning cargo ships intended to carry industrial personnel. The rules in the regulations for new vessels should be used independently of the vessel’s build date. In addition, the vessel should fulfil the damage stability criteria stipulated in IMO Resolution MSC.235(82), as amended through IMO Resolution MSC.335(90).
