Objective 

From 29 February to 2 March 2016, the PSA carried out an audit of Shell’s management of the working environment and safety in the planning and execution of SIP (scaffolding, insulation and painting) work, and the performance of crane and lifting operations in connection with the ongoing development project.

Within the working environment domain, the audit was a follow-up to the audits in 2014 and 2015 covering this area. One of the objectives of the audit was to monitor how observations from previous audits have been followed up, especially in respect of the management of SIP activities and employee participation.

Result

The audit showed that Shell and the contractors involved in the project have rectified non-conformities and improvement points from previous audits, but that improvement potential remains concerning the involvement of employees’ representatives in the project-related activities, as well as the safety service’s access to information.

One non-conformity was identified relating to the follow-up of leased cranes.

In addition, improvement points were identified in connection with:

  • Updating of governing documents as regards references to regulations
  • Arrangements for employee participation in the development project

Shell has been given a deadline of 5 April 2016 to report on how the non-conformity will be addressed and how the improvement points will be assessed.

Nyhamna

Nyhamna gas processing plant is located in Aukra municipality, Møre og Romsdal.

The facility was built to receive and process the gas from the Ormen Lange field in the Norwegian Sea, but has now been expanded to receive gas arriving through the Polarled pipeline from the Aasta Hansteen and Dvalin fields and potential future developments further north in the Norwegian Sea.
