This year's threat assessment from KraftCERT reveals a complex threat landscape for the petroleum and power sector.

A systematic and knowledge-based approach is essential for preventing working environment risk. Research, statistics and available tools can provide the companies with a better foundation for identifying challenges and implementing targeted measures.

2025 was marked by high activity and a complex risk landscape. Serious incidents, new threats and technological developments placed great demands on both the industry and Havtil’s follow-up of safety, the working environment and security.

Crane and lifting operations were in focus when participants from the international regulatory authorities, the industry and professional organisations gathered for a conference in Amsterdam.

Havtil, in collaboration with KraftCERT, is currently preparing the Grey Dawn Petroleum 2026 exercise. The objective is to improve coordination and strengthen the ability to respond to digital attacks and cyber incidents in the petroleum sector.

Figures for 2025 from the survey of trends in risk level in the petroleum activity (RNNP) show that safety levels are stable and high. “These are the benefits of long-term, focused efforts”, says Havtil’s Director General Sigve Knudsen.

The Norwegian Ocean Industry Authority (Havtil) has ordered ConocoPhillips to rectify non-conformities regarding response time requirements for fire water on all its facilities in the Ekofisk and Eldfisk fields.

The Norwegian National Security Authority (NSM), the Norwegian Police Security Service (PST) and the Norwegian Intelligence Service (NIS) presented their annual unclassified threat and risk assessments on Friday, the 6th of February. These assessments are relevant to both authorities and businesses.
